He talks about the idea of social norms stopping him from talking to a person because it might not be proper to talk to some one.

Recently when I was in Moscow, Russia, I noticed that Russians keep to themselves on public transportation and don't chat with each other on the metro. It's likely a social norm because the metro is so incredibly loud. I think most tourists figured this out quickly enough and I only saw people asking directions at metro platforms where it was quieter. Sometimes it is just fine to follow social norms.
